Located at the Bechtel Gurgaon office, maintains strategic relationship with key suppliers of Instrumentation Items (control equipment, tagged Instrumentation items and bulk materials) suppliers, performs pre-qualification of new suppliers, assist formation of acquisition strategy for instrumentation items for projects, stays abreast with Market challenges/opportunities and shares latest updates with project teams and senior management on as required basis.
Major Responsibilities:

Reports to and receives operational direction from the assigned Supervisor.

May provide supervision, training and guidance to other purchasing/expediting personnel as required.



Maintains working relationships with project Supply Chain personnel, project discipline personnel, bidders and suppliers.

Assist projects in developing sourcing strategy for instrumentation items and/or other commodities to deliver best value to our customers while giving due consideration to Project's Approved Manufacturers List, project financing considerations and compliance to tariff and quota risk.

Contributes to the establishment of project-level goals.
Identifies and qualifies new suppliers as per business needs and maintains pre-qualification documents submitted by Suppliers.

Keeps track of developments, opportunities & challenges in acquisition of Instrumentation Items and/or other commodities and keeps project management teams and senior management abreast of the same.
Maintains commodity heat map, tariffs and quotas across major economies.
Assist key/critical supplier relationships with supplier's senior project personnel to ensure performance of the work.

Responsible for assigned orders from development through closure, to include engagement with Engineering on purchase requisition development, the acquisition and delivery of purchases, and order closeout

to include supporting management of back-charges and claims.
Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
Compiles data needed to prepare the critical items reports or other supplementary reports as required.
Oversees supplier performance and ensures supplier evaluation reports are used for efficient execution of ongoing/ future projects.
Initiates and completes vertical integration process with suppliers by establishing global enterprise agreements for enterprise needs.
Conduct supplier assessments and evaluations to ensure quality, cost-effectiveness, and reliability.

Lead the preparation of RFQs (Request for Quotations), vendor negotiations, and purchase orders.
Negotiate contracts, terms, and conditions with suppliers to ensure the best value for the company.

Monitor vendor performance, track key performance indicators (KPIs), and address any performance issues.

Identify and implement cost-saving initiatives and continuous improvement strategies within the procurement function.

Stay updated on market trends, new instrumentation technologies.
Work closely with project teams (engineering, construction, and commissioning) to understand project requirements and timelines.
Qualifications and Skills:
Bachelor’s degree in engineering from a reputed University.

Degree in Instrumentation and Controls Engineering with post-graduate specialization in Supply Chain Management preferred.

12+ years of industry experience including 8-10 years in purchasing and expediting of Instrumentation Items in a reputed company with min.

5 years as Instrumentation category lead.
Required Knowledge and Skills:
Ability to source and expedite Instrumentation Items for mega EPC, FEED projects in Energy, infra., mining, or manufacturing industry.
Excellent techno-commercial knowledge of various Instrumentation Items including online and offline instruments, Systems (ICSS/MMS/Analyzers), F&G system, Control and On-Off Valves, actuators etc.

Good understanding of Process requirements, product specification, testing requirements, familiarity with international codes & standards like IEC, ISA API etc.

Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and maintain activity interfaces.
